TBH adds three senior staff as Queensland projects grow

TBH has made three senior appointments to its Brisbane team as infrastructure activity in Queensland increases.

Melanie Brogan has joined as Director, Garrick Jefferys as Principal, and Stephen Murtagh as Associate Director, adding senior capability across program management, governance and assurance, project controls, planning, and claims and dispute resolution.

The appointments continue the growth of TBH's Queensland business. Since renewing its focus on the market in 2021, the consultancy has expanded its Brisbane team to more than 24 staff. TBH first established a presence in Brisbane about 40 years ago.

Queensland is in a period of major infrastructure delivery, with work under way and planned across transport, utilities, renewable energy, transmission, and major event infrastructure linked to Brisbane 2032.

New hires

Brogan brings experience in governance, assurance, risk management, PMO leadership, and major program delivery. She has held senior roles supporting complex infrastructure programs and will work across TBH's PMO, governance, and assurance services in Queensland.

Jefferys joins with more than two decades of experience in project planning, project controls, and claims and dispute resolution in Australia and overseas. Trained as a mechanical engineer, he has worked on infrastructure, energy, mining, commercial, and industrial projects.

Murtagh adds experience in civil engineering, major infrastructure delivery, planning, and forensic delay analysis. His background includes direct project delivery as well as claims and dispute resolution work.

Jonathan Jacobs, Managing Director at TBH, said the appointments are part of a broader effort to build the firm's senior team in the state.

"Building a strong senior team in Queensland has been an important part of TBH's growth," Jacobs said.

"Melanie, Garrick and Stephen bring complementary experience across the project lifecycle and strengthen the depth of capability we can provide locally. Their appointments are an important next step for our Brisbane team."

Queensland focus

The latest hires reflect demand for advisory work tied to complex project planning and delivery in Queensland, where governments and private sector groups are investing across several infrastructure segments.

The market includes transport and utility programs, renewable energy developments, transmission projects, and work associated with major events infrastructure.

Moataz Mahmoud, TBH Queensland Director in Charge, said each recruit would add different strengths to the Brisbane office.

"Each of these appointments adds something different to the Brisbane team," Mahmoud said.

"Melanie strengthens our governance, assurance and program capability, while Garrick and Stephen add significant depth across planning, project controls and dispute resolution. Most importantly, they are experienced practitioners who understand the realities of planning and delivering complex projects."

TBH describes itself as an independent adviser with more than 60 years of experience across Asia-Pacific and the Middle East. It has also worked in the data centre market, contributing to more than 100 hyperscale projects across Asia-Pacific since 2010.
